Birth to 3 Itinerant Services

The Birth to 3 Program is a federally-mandated Early Intervention program (Part C of the Individuals with Disabilities Education Act—IDEA) to support families of children with developmental delays or disabilities under the age of four. While the federal law governs how states and public agencies provide early intervention, special education, and related services to children with disabilities, in Wisconsin, each of the 72 counties are responsible for providing Birth to 3 services. Direction is provided through the Wisconsin Department of Health Services.
